In order to improve its functioning, the Public Procurement Bureau obtains the status of legal entity as an authority within the Ministry of Finance.
With a decision on establishing working groups for preparation of the National Program for the Adoption of the Law of the EU and preparation of negotiating positions for negotiations on EU membership, Public Procurement Bureau was appointed as the managing institution of the Working Group for Chapter 3.05 Public procurement.

The good experiences with education in public procurement resulted in mandatory certification in each contracting authority in the public sector in order to strengthen the administrative capacity and knowledge of individuals working in public procurement.
In cooperation with the German Federal Ministry of Economics and Technology the Public Procurement Bureau successfully implemented the Twinning Project IPA 2008 "Support to the Public Procurement System" funded by the European Commission.
According to the Methodology "barometer of the quality of institutions" the Electronic procurement system has won the award for best implemented project of e-government.
